Webb resigns as Muscatine city administrator

Muscatine City Manager Carol Webb resigned from her post Thursday after accepting a similar job in Marshalltown, Iowa. The Marshalltown City Council voted to approve Webb’s contract during a special meeting Thursday night.

“I really enjoyed my time in Muscatine,” Webb said. “We accomplished a lot of things that moved Muscatine forward.”

Webb, who grew up in southeast Iowa, served as deputy utilities director for the city of Fort Collins, Colorado, before accepting the position of Muscatine city manager in July 2020. She previously served as regulatory and government affairs manager for Fort Collins. Webb holds a Bachelor of Arts in biology and chemistry from William Penn College and a Master of Public Administration from the University of Colorado – Denver.

She officially began her service in Muscatine on August 24, 2020.

Webb was one of three finalists for the Muscatine position during a search process conducted during the COVID pandemic. The Muscatine City Council interviewed over a dozen candidates via videoconference in June 2020 before selecting the final three who would visit Muscatine and meet with staff and City Council members.

Webb successfully led Muscatine through the end of the pandemic, working with city Finance Director Nancy Lueck to produce consecutive balanced budgets that maintained city services despite the financial impacts of COVID.

The City Council will hold a special meeting on Monday at 5 p.m. to discuss the strategy for hiring a new city manager.
