NATO allies agree that Beijing is a “decisive enabler” of Russia’s full-scale invasion of Ukraine, NATO Secretary General Jens Stoltenberg said on July 10 at the alliance’s summit in Washington.

The joint statement by NATO member states mentioned China as a threat to NATO’s interests and security. Stoltenberg called it “the first time that all NATO members have expressed this so clearly in an agreed document.”

China maintains a neutral position in the ongoing war but has deepened its economic ties with Russia and has become Moscow’s main supplier of dual-use goods that supply the Russian defense industry.

In its statement, NATO called on China to stop supplying “weapons components, equipment and raw materials” to Russia. Beijing “cannot allow the largest war in Europe in recent history without damaging its interests and reputation,” the statement said.

The allies did not provide further details on the possible impact, but Chinese companies are already subject to US and EU sanctions for helping Russia evade sanctions or supplying the country with dual-use goods.

This statement represents an important turning point, as many European countries have been hesitant to publicly denounce China due to the country’s role as a key economic partner.

The Chinese leadership denied supporting either warring party and claimed that its relations with Russia did not go beyond the boundaries of a “normal” relationship. At the same time, however, it stressed its close partnership with Moscow.
