PHRC members release statements on death of 14-year-old transgender girl

(WJET/WFXP) – Members of the state Civil Rights Office have released a statement on the death of a 14-year-old transgender girl.

Members of the Pennsylvania Human Relations Commission (PHRC) confirmed the death of Pauly Likens, a 14-year-old transgender girl who was allegedly murdered and dismembered; her body was found in Sharon on July 2.


“As Chair of the PHRC, I want to express my sincere condolences to the family and friends of Pauly Likens,” said Joel Bolstein, Chair of the PHRC. “This tragic and cruel death underscores the need to protect the LGBTQ community in Pennsylvania and our country. While I am pleased to see officials bringing hate crime charges, our Commonwealth must do more to prevent violence against transgender Pennsylvanians.”

Although the PHRC does not have the authority to prosecute or investigate hate crimes and criminal offenses, the organization tracks reported incidents and can help determine whether an incident violates the Pennsylvania Human Relations Act.

“The PHRC is deeply saddened by the death of a teenager and we extend our condolences to her friends and family during this tragic time,” said Chad Dion Lassiter, PHRC Executive Director. “I am grateful that the Mercer County District Attorney has filed hate crime charges against the suspect. This girl was supposed to be celebrating her 15th birthday, but instead her family is mourning her tragic death…the PHRC supports all who stand against homophobia, gender inequality, discrimination and hate.”

This year, the PHRC established a Civil Rights Division to address social tensions, conflicts and incidents in communities and to combat discrimination through education and public outreach.

“The PHRC recognizes the seriousness of the allegations associated with the murder,” said Sheryl Meck, director of the PHRC’s Civil Rights Outreach Division. “This young girl was tragically taken from her family, and it is reassuring to know that police actively investigate hate crimes. Last week, the Philadelphia Civil Rights Outreach Division hosted a community forum addressing violence against transgender people following the death of a transgender woman in that city.”
