The city council will receive current information on the projects this evening


The Muscatine City Council will meet for its monthly meeting on Thursday (July 11). The agenda includes four presentations, including a presentation providing an update on ongoing public improvement projects. The formation of a parking task force, an update on Muscatine Connect and a discussion on Orangeburg are also on the agenda.

City Engineer Kevin Coon and Construction Manager Brian Stineman will provide an update on the current status of existing infrastructure projects and the status of upcoming infrastructure projects. The presentation will include information on the status of the West Hill Sanitary and Storm Sewer Separation Project Phase 5, Phase 6A & 6B and Phase 6C and the Fulliam Avenue Reconstruction Project Phase 2.

The Parks and Recreation Department currently has several projects underway, including the restoration of the Greenwood Cemetery Chapel, the Weed Park Lagoon Project, the Community Foundation for Greater Muscatine Southend Improvement Fund Project, and the Indoor Sports Complex Project.

City Manager Carol Webb will give a presentation on the formation of a parking working group to examine the configuration and paid parking options in Muscatine’s CBD. Working group participants will come from a broad group of stakeholders, including property owners, business owners, restaurants, the city, GMCCI and residents. The goals of the working group include examining the current parking configuration and identifying opportunities for improvement, evaluating parking enforcement technology in the downtown area, and evaluating parking fees and fines, among others.

Orangeburg tile is a material that was commonly used in the construction of sewer pipes in the early to mid-20th century because it was relatively inexpensive, lightweight, and easy to install. However, the tiles have a tendency to warp and fail, which adversely affects existing public infrastructure. Coon and Stineman will lead a discussion about Orangeburg and a proposed amendment to the city’s ordinance that would require the replacement of Orangeburg tiles when they are encountered in the city.

Muscatine Connect is a mobile app developed using CivicPlus SeeClickFix technology that can be downloaded for Apple or Android phones. This technology allows citizens to send information and pictures on a variety of topics to different departments within the city. Community Manager Kevin Jenison will report on the application’s success and explain next steps to improve the usability of the technology.

The council meeting will begin at 6 p.m. The public is welcome to attend the meeting in person. Muscatine City Council meetings are open to all persons, regardless of language spoken or disability. For those who cannot attend in person but still want to watch the meeting, several options are available. The City Council meeting will be streamed live on the City of Muscatine YouTube channel and on Civic-TV (Muscatine Power & Water Cable Channel 2).

The City of Muscatine will no longer offer a virtual option for City Council meetings after the Muscatine City Council mutually discontinued the virtual meeting option.
